Condi Guardian

So, I was doing pvp with my ranger (suprise suprise) and I ran into a guardian. So I thought, no big deal, let's kill him. But I couldn't do anything or I was dead on the ground. I checked my combat log and guess what, lots of condi's! (burn, bleed and poison).

So now I'm wondering, how is that possible? Guard has no condi-weapons. So did he use the condi applying sigils?? Any ideas, since this seemed a pretty solid build?

lots of burn coupled with geomancy and doom sigils i assume. No defense, but that burn ticks for 1k+. Nice for hotjoin!

Ye, first time I didn't expect that much condi damage :/ Got me killed. Second time the rest of his team zerged our fight.
